The Beach Commission selection is to be determined by Middletown Town Council resolution.
1) The officers and of Middletown Beach Commission and their duties shall be as follows:
Chairman
a) Responsible for running regular and special meetings of the Commission.
b) Preparation of meeting agenda.
c) Represents the Commission before the Town Council.
d) Signs official letters from the Commission.
e) Represents the Commission as determined by full Commission.
Vice Chairman
a) Acts in the same capacity as the Chairman in his/her absence regarding Committee meetings and business.
b) Performs the duties of the Secretary during his/her absence.
Secretary
a) Keeps official attendance at Commission meetings and all official records of Commission.
b) Records minutes of all Commission meetings.
c) Writes Commission correspondence for chairman’s signature.
d) Establishes agenda with Chairman and Director of Recreation or Public Works Department
2) Reviewing all Beach improvements proposed to Middletown Town Council, including capital improvement, budget, parking, and user fee recommendations, and advising Council on its findings.
3) Hold public hearings and request interested residents of the Town Council to appears at these hearings to offer suggestions and/or provide information concerning beach operations, maintenance and improvements.
4) Establish its own procedures and organization to most effectively accomplish its task of advising Middletown Town Council on beach matters and in gaining public support and patronage of the beaches.
5) Make suggestions, recommendations and proposals as to the utilization and maintenance of the Second and Third Beaches .
6) Submit an annual report by March 1st of each year detailing the recommendations of the Commission for the upcoming Beach Season.
7) Review applications and interview potential candidates for Beach manager position and make recommendations to Town Administrator.
8) Perform inspections both prior to opening and post-closing of Second and Third Beaches. Submit a report to the Middletown Town Council in findings and Recommendations.
