Why use PAYT bags?
Simply put, it is the fairest, most equitable and for most people the least expensive way to pay for a curbside collection program. The bag fee ($2.00 for a 15 gallon bag and $2.50 for a 33 gallon bag) covers the cost of the entire collection service (trash, recycling, and seasonal leaf and yard waste collection). Residents will be able to purchase Pay-As-You-Throw bags at most grocery, hardware and convenience stores in Middletown.

PAYT bags are only used for non-recyclable trash.

Nationwide, programs using the PAYT model have some of the highest recycling rates in the nation!
Who is included in the program?
All residents living in buildings (not in complexes) with 4 or fewer units.

Trash
Pay-As-You-Throw Bags are official Middletown trash bags, sold in two sizes -- 15 gallon and 33 gallon -- and are available at most retailers in Middletown. All trash must be placed in the PAYT bag, and then the PAYT bag placed in the gray refuse cart.
Bulky Waste Accepted
Bulky waste is any bulky household trash that won’t fit in the PAYT bag.  Please see the Bulky Waste page for more information.

Overflow Trash
If you know you will have extra trash, due to a cleanout or a party, you may contact the Recycling Coordinator (401) 824-6136 and ask to loan an additional refuse cart. 
Leaf and Yard Waste
A collection is offered for four weeks in November, four weeks in April, and every other week through the spring and summer, Yard waste accepted in the collection program are household leaves, grass, herbaceous material, brush, and branches up to 2 inches in diameter. Yard waste must be set out (in brown paper leaf bags, loose in barrels labeled yard waste or bundled with twine) on the same day as your regular collection. Free yard waste stickers will be available at Town Hall or the Department of Public Works. Yard waste must be free of litter and will not be collected in plastic bags.

Christmas Trees are collected at curbside on your regular collection day the first week of January. 
Setting Out Your Carts 
Place carts facing the road (with lid hinge to the back) and separate carts three feet or more apart and away from other obstructions (this allows the mechanical arm to pick them up safely and without spilling trash or causing any property damage).  Waste placed outside of the cart will not be collected.
Set-out Time 
All carts must be set out at the curb for collection by 7 am on your scheduled collection day (6:30 for Aquidenck Ave, East and West Main Road) and may not be set out earlier than 7 pm the night before the scheduled collection. Empty barrels and recycling bins should be removed from the curb as soon as possible after they have been emptied.

Holidays
When an observed Holiday falls on a regular collection day, collections will be delayed by one day for the remainder of the week. For example, Thanksgiving falls on Thursday, therefore residences normally collected on Thursday will be collected on Friday and residences normally collected on Friday will be collected on Saturday. If an observed holiday falls on a Monday, since there are no normally scheduled collections on Monday, then there would be no delay during that particular week.

Newport Transfer Station (64 Halsey St, Newport – 849-4282) owned and operated by Waste Management is another option for your Bulky Waste, Construction Waste or Overflow Trash. Middletown Residents are charged by weight, $90 per ton with a minimum charge of $10. Be sure to bring proof of residency: license, car registration, tax bill, etc. The transfer stations hours are Monday through Friday 7:30 am to 3:30 pm and Saturday 7:30 am to Noon.

Construction Waste can be set out as Bulky Waste but only if the work has been done by the homeowners’ themselves. All eligible wood waste, including branches larger than 3" in diameter, must be less than four feet long and either in trash cans or tied in reasonably sized bundles.  Items Not Collected in the curbside collection program include, but are not limited to, brick, concrete blocks, dirt, automobile parts and hazardous materials. If in doubt, please call first.
Motor Oil
A collection facility for used motor oil is located behind the Department of Public Works office, 19 Berkley Ave (Behind the Police Department and Fire Department). Hours of operation are from 7:00 to 3:30, Monday through Friday.
Oil filters and oil containers should be crushed and placed in your PAYT bags.

Small Metal Items small enough to fit in your bottles and cans recycling cart, should be recycled through the curbside recycling program. Pots and pans, wire hangers, used clothes irons and metal toasters are a few examples of small metal items that should go in your blue bin.
Animal Waste - Disposing of pet feces is allowable. Disposing of animal parts will not be allowed
