Pay-As-You-Throw Curbside Refuse Collection Program

The following retailers have signed up to sell the Town of Middletown’s official PAYT trash bags. The 33-gallon and 15-gallon bags are sold in rolls of five.

CART INFORMATION:
What size are the carts?
Middletown’s carts are 64 gallons with attached lid, large wheels and are surprisingly easy to roll, they measure 26 ⅜” deep X 25 ¼” wide X 42 ⅛” high.
Why the 64 gallon carts?
Part of the reason the Council voted on the larger carts is because they can withstand winds up to 42 miles per hour and are harder for animals to knock over or get into. These characteristics help keep neighborhoods and streets clear of blowing trash.
Care and use of your carts:
- Keep the lid closed to keep rain, snow and animals out.
- Do not place any unacceptable materials in the cart.
- Use the handle to move the cart. Tilt the cart on its wheels to roll it.
-Remember that it’s easier to pull the cart uphill and push it downhill.
- Remove your cart as soon as possible after collection to maintain the appearance of your neighborhood.
- Clean your carts periodically by rinsing them with water and letting them dry in the sun with the lid open.
- If you have a problem with your cart (broken wheel or lid etc.) contact the town at 401-842-6519.
- All waste containers and/or recycling containers shall be removed from the curbside by 7:00 a.m. on the day following pickup. (Middletown Ordinance 55.40.C.1)
Exchanging, borrowing, or requesting additional refuse or recycling carts:
Not a problem, please contact the Recycling Coordinator (email wcronin@middletownri.com or call 401 824-6136) to arrange for the cart to be dropped off. Please allow 2 business days before the cart is needed. If exchanging or returning a borrowed cart picked up, please rinse it out with a garden hose and contact the Recycling Coordinator (email wcronin@middletownri.com or call 401 824-6136)
What goes in each cart?
Gray - only trash in Middletown’s official PAYT bags
Green - mixed paper recycling
Blue - mixed plastic, glass, aluminum and metal recycling
(The lids are labeled with the proper material to be placed in each cart)
PAYT bags are only used for non-recyclable trash, do not use PAYT bags for recycling.
Nationwide, programs using the PAYT model have some of the highest recycling rates in the nation!
Who is included in the program?
All residents living in buildings (not in complexes) with 4 or fewer units.
Trash
Pay-As-You-Throw Bags are official Middletown trash bags, sold in two sizes -- 15 gallon and 33 gallon -- and are available at most retailers in Middletown. All trash must be placed in the PAYT bag, and then the PAYT bag placed in the gray refuse cart.
Bulky Waste Accepted
Bulky waste is any bulky household trash that won’t fit in the PAYT bag. Please see the Bulky Waste page for more information.

Overflow Trash
If you know you will have extra trash, due to a cleanout or a party, you may contact the Recycling Coordinator (401) 824-6136 and ask to loan an additional refuse cart.
Leaf and Yard Waste
A collection is offered for four weeks in November, four weeks in April, and every other week through the spring and summer, yard waste accepted in the collection program are household leaves, grass, herbaceous material, brush, and branches up to 2 inches in diameter. Yard waste must be set out (in brown paper leaf bags, loose in barrels labeled yard waste or bundled with twine) on the same day as your regular collection. Free yard waste stickers will be available at Town Hall or the Department of Public Works. Yard waste must be free of litter and will not be collected in plastic bags.
Setting Out Your Carts
Place carts facing the road (with lid hinge to the back) and separate carts three feet or more apart and away from other obstructions (this allows the mechanical arm to pick them up safely and without spilling trash or causing any property damage). Waste placed outside of the cart will not be collected.
Set-out Time
All carts must be set out at the curb for collection by 7:00 am on your scheduled collection day (6:30 for Aquidenck Ave, East and West Main Road) and may not be set out earlier than 7 pm the night before the scheduled collection. Empty barrels and recycling bins should be removed from the curb as soon as possible after they have been emptied.
Holidays
When an observed Holiday falls on a regular collection day, collections will be delayed by one day for the remainder of the week. For example, Thanksgiving falls on Thursday, therefore residences normally collected on Thursday will be collected on Friday and residences normally collected on Friday will be collected on Saturday. If an observed holiday falls on a Monday, since there are no normally scheduled collections on Monday, then there would be no delay during that particular week.

Motor Oil
A collection facility for used motor oil is located behind the Department of Public Works office, 19 Berkley Ave (Behind the Police Department and Fire Department). Hours of operation are from 7:00 to 3:30, Monday through Friday.
Oil filters and oil containers should be crushed and placed in your PAYT bags.
Other household hazardous wastes may be brought to the Eco-Depot, April 18, 2009. (visit http://www.rirrc.org for more information)
Small Metal Items small enough to fit in your bottles and cans recycling cart, should be recycled through the curbside recycling program. Pots and pans, wire hangers, used clothes irons and metal toasters are a few examples of small metal items that should go in your blue bin.
Animal Waste - Disposing of pet feces is allowable. Disposing of animal parts will not be allowed.
Hazardous Material is not allowed in the waste stream. Rhode Island Resource Recovery Corporation has set up an Eco Depot, a free way to dispose of hazardous waste, April 18, 2009. RIRRC Eco Depot - Information on free disposal of hazardous waste.

Acceptable e-watse includes: Working or non-working laptops, computer monitors, computers, CPU boxes, all computer parts and accessories, keyboards, mice, speakers, video games and systems, camera/video/audio equipment, fax/copy machines, printers, wires, plugs, drives, cards, servers, air conditioners, dehumidifiers, and televisions.
